A video has captured the moment a member of the Labour Party in the House of Representatives spoke against the voice vote approval by the lawmakers for the State of Emergency declaration in Rivers state.
The lawmaker, Obi Aguocha, representing Ikwuano/Umuahia North/South Federal Constituency, demanded that the lawmakers have a head count to determine the if they have formed a two-third quorum before they can consider voting for or against the declaration.
Responding, the Speaker of the House, Tajudeen Abbas, said the attendance register was enough to determine if the lawmakers were enough to form a quorum before the debate on the State of Emergency declaration.
